It is the foreign policy of great powers. Such a foreign policy goes far beyond the scope of direct central government directives. In carrying out these directives, it is not limited by them. It goes beyond them without violating them. Such a foreign policy is based not on the directives and not even on officially accepted concepts of foreign policy, but the internal sense of the national interests of their country by each responsible diplomatic employee as part of his job competence. This understanding is based on the one hand on the concrete analysis of the situation in the host country, on the other - on the notion that national interests are strategic, long-term and global and are placed beyond the current political space-time. And this is a foreign policy Russia does not have as of today. The question whether Russia had a foreign policy during the Soviet period is not completely clear, although it is obvious that the foreign policy of the imperial period have been clearly formulated. Today, in post-Soviet period, as was mentioned, Russia does not have it. There are only central directives that are poorly executed, the concept of Russian foreign policy, which none of the diplomats, apparently perceive seriously and foreign policy on the Russian president's steering.
