At the same time the responsibility of each level of public authority for effective performance of the functions assigned on it by the law will increase. For this purpose it is extremely necessary to adopt the following statutory-legal acts, namely: The law About entry of changes in the Constitution of Ukraine raquo ;, laws About local self-management in Ukraine (in the new wording), About the legal status of the territorial unit raquo ;, About local state administrations (in the new wording), About administrative-territorial structure raquo ;, About legal status of rural, settlement, and city Heads raquo ;, About the municipal property raquo ;, etc.more major problem of the new authority still remains the legal security of bodies and officials of local self-management, and, first of all, it is necessary to increase legal guarantees for rural, settlement, city Heads, deputies of local councils. We believe that the only ground for the prescheduled termination of powers of the elected officials of local self-management will be infringement by them of the Constitution or the laws of Ukraine, confirmed with the verdict of the court which has validity that will invariably result in becoming of local self-management independent on administrative pressure from above .next problem still remains the problem of election system in bodies of local self-management. It is hard to cause objections of application of the proportional circuit in the towns and cities (in future - in regional cities and cities - areas). At the same time application of the given system (with the uniform district) in districts and regions contradicts the constitutional regulations that bodies of self-management of districts and regions realize common interests of territorial units. Therefore, probably, it is necessary to come back at this level to the mixed system in which the majority part would provide guaranteed representation of all territorial units in the council.question still remains the statement of financial ability of local councils, without which self-management will be fiction. At the level of the law local councils should have sufficient sources of financial receipts, the division of property and ground into the state and municipal should be carried out. The territorial units at formation of the local budget will depend only on the law, on specifications and own economic enterprise, instead of will of officials due to what the local authorities will have the opportunity to act effectively in interests of the people.of taxes should provide bodies of local self-management with sufficient financial - material basis for performance of own powers. Subventions at the same time will assist abilities of bodies of local self-management to carry out the powers delegated by the state.this purpose it is necessary: ??to increase densities of own incomes of local budgets owing to carrying out of the corresponding tax reforms; to recommend to introduction in Ukraine of the mixed model of the local taxation; to reform the system of collecting of payments for the land; to enter modern methods of management of local budgets, in particular the program-target method.of the most significant problems in the sphere of local self-management still remains the personnel problem. We mean lack of highly skilled experts at the local and regional levels capable to work in conditions of information society wide international relations of Ukraine. To prepare new generation of managers in the sphere of local self-management, it is necessary to carry out the following: first, to specify, what experts - managers are necessary, to update the educational-qualified characteristics in view of needs of bodies of local executive authority and organs of local self-management; second, to involve the broad number of officials of local self-management, educators and scientific workers of higher educational institutions in preparation of new programs and textbooks which extremely necessary today; Third, at maximum to involve opportunities of local advanced training centers of workers for granting information-educational services to deputies of local councils whose number at present is 245 thousand and nobody unfortunately teaches them., The decision of the set of the above mentioned problems and taken into account of prospects of the further development of local self-management in Ukraine, will promote development of the legal, democratic state.constitution of Palestine: the state in development January, +1996 there took place elections of the President (Chairman ) of Palestinian national administration and of 88 members of the Palestinian national Council.
