Over 90 per cent of full-time higher education students are eligible for non-repayable maintenance and tuition grants from public funds. Parents contribute to maintenance costs according to income. Government-funded student loans were introduced in 1990 throughout the UK as a way of sharing student support more fairly between graduates, parents and the taxpayers. br/>
