. SITUATIONhave been several occasions over the past month when the passage of information between Sector HQs and Force HQ has not been up to standard. This has been caused by:. Incorrect level of manning of ops rooms (both at Force HQ, Sector HQs and Force Troops.). Duty personnel with an insufficient understanding of English to ensure that key information is passed in a timely and accurate manner.RESTRICTED
UN RESTRICTED c. Failure to keep up to date duty contact lists and telephone directories. 2. MISSION UNAMSIL Force HQ will confirm that information can be passed in a timely and accurate manner between Force and Sector HQs in order to improve the operational efficiency of the Force. 3. EXECUTION a. Concept of Operation. (1) Intent. Intent is to practise and confirm the accurate and timely passage of information at least once per week during the silent hours. (2) Scheme of Manoeuvre. COO (F) or a nominated Force HQ Ops Staff OF will initiate an exercise message either from the Force HQ JOC (if testing downwards comms) or by using the Sector HQs Qps Staff (if testing upwards coms.) Once the message has been passed , and then verified by the receiver, the information should be passed by the quickest possible means upwards, downwards and sideways through the chain of command - see Annex A. Phase I of Op NOCTURNAL MESSENGER will practise the accurate and timely passage of information between the Force HQ and the Sector HQs. Phase II will extend the exercise to include Force Troops. Phase II will be initiated by a FRAGO to OPO 91. (3) Main Effort. The main effort is the passage of timely and accurate information. b. Tasks. (1) UNAMSIL Force HQ Ops Staff. In Phases I and II initiate exercise message as directed by COO (F) - see Annex A and B. (2) UNAMSIL Force HQ JOC. In Phases I and II: (a) Initiate exercise message as directed by COO (F) - see Annex B. (B) Ensure passage of accurate and timely information through the chain of command.
